Additional state and specialzied voucher programs we administer to support low-income renters.

Overview

In addition to the Section 8 Housing Choice Voucher Program (HCVP), RCAP Solutions also administers several other voucher programs to assist low-income individuals and families. They include:
 
Project-Based Section 8: Some Housing Choice Vouchers are used to provide long-term, “project-based” affordable housing. The rental subsidy is tied to a specific unit for the term of a Housing Assistance Payments contract. This assistance can be used for newly constructed, rehabilitated, or existing units and is often used with other affordable housing development programs to help ensure that the housing produced is available to very low-income households. Some is used for projects designed to serve those with special needs.
 
Massachusetts Rental Voucher Program (MRVP): Formerly known as the Chapter 707 Program, MRVP provides a permanent improvement in the lives of low-income families and individuals by offering both tenant and project-based rental subsidies. The tenant-based voucher, which is known as Mobile, is assigned to the participant and is valid for any housing unit that meets the standards of the state sanitary code. Project-based vouchers are assigned to a specific housing unit or development. The owner rents these units to a program eligible tenant, and project-based tenants who move forfeit the subsidy.
 
Moderate Rehabilitation (Mod Rehab) Program: The Mod Rehab Program is a HUD-funded rental assistance program that provides project-based assistance to eligible tenants living in units under contract with the program. The program was established to provide affordable housing resources and improve the housing stock by requiring that the property owner complete a specified level of building rehabilitation before entering into a contract for the rehabilitated units. The program was repealed in 1991 and no new projects are authorized for development. Assistance is limited to properties that were previously rehabilitated pursuant to the contract with the property owner.
 
Veterans Affairs Supported Housing (VASH): This collaborative program between the Department of Housing and Urban Development (HUD) and the Department of Veterans Affairs (VA) combines housing choice vouchers with VA supportive services to help Veterans who are homeless and their families find and sustain permanent housing.
 
Mainstream Vouchers: These vouchers assist non-elderly people with disabilities. Aside from serving a special population, Mainstream vouchers are administered using the same rules as other housing choice vouchers. A household receiving Mainstream voucher assistance does not lose its eligibility once the person with a disability exceeds 62 years of age; the household does not “age out” of the program.
